The Ubuntu Desktop Team is ok with this change. We'll continue to only produce Ubuntu Desktop ISOs for just amd64 and arm64 and those are the only architectures we officially support for desktop use cases. But we don't have a problem with making the metapackages available on other architectures.

This makes it difficult for users to upgrade from a server image to a full desktop. Ubuntu-destkop and Ubuntu-desktop-minimal are just meta packages. So the only problems that could arise for a user are: * the package is not installable if a dependency is missing * the numerous dependent packages may exceed the disk space. As the riscv64 packages have not existed before and are not included in any images there is no regression risk.
