Looking into this closer the libgtk 3.24.20 package is from focal- updates rather than focal. Once I reverted to 3.24.18 I could install Nemo without a problem.
Not sure how the 20 package got onto what is essentially a brand new system, something else must have brought it in with it. That thing is probably broken now, hope it wasn't important. I'm still willing to provide information if you want it but it doesn't seem like this is an Ubuntu bug.
