Add upstream NEWS file diff.
One change that upstream felt relevant enough to point out, outside of bug 
fixes, was a change to a Windows only option.

  The package grep failed to build in a recent archive rebuild, see

  The failure is in automated test, as follows:

  stack-overflow: failed test: grep never printed "stack overflow"
  FAIL: stack-overflow
