1a - On both OS build #5 and #6 (Channel: ubuntu-touch/ubuntu-rtm/14.09), I manually disable "GPS" and "Location detection". 2a - Then choose either "Restart" or "Power off." Upon boot, both settings are shown as selected/enabled.

This happens on mako, krillin, and hammerhead; so I don't think it is device dependent, but an issue explicitly in the software.
