  With fractional scaling enabled and scaling set to 200%, when videos
  are viewed in fullscreen there is constant refreshing and resizing of
  the video

Bug description:
  This is seen both in Youtube and also other web-based videos as well
  as when videos are viewed using the local video player application.

  When a video is set to be viewed in fullscreen, the video flickers and
  continually resizes itself.

  Hardware:
  Two displays, with one set to scale at 200% (4k display resolution), the 
other set to 100% scale at 1080p.
