Xorg froze and put the system in a soft-lock after I turned off Wi-Fi
and turned it back on.

Bug description:
This issue occurred at around 1:51 PM, EDT.
When I was shutting down Wi-Fi but then immediately turning it back on
while I had terminal open, the machine froze into a soft-lock, and I
was forced to open a tty session and restart the computer.
