The are no packages for Ubuntu 19.10 (Eoan) in that PPA. I'll contact
someone who can update the wiki page, but I'm setting this bug to
Invalid.

following the directions about 1/5 down the page of
https://wiki.ubuntu.com/ARM/RaspberryPi
sudo add-apt-repository ppa:ubuntu-raspi2/ppa
Cannot add PPA: 'ppa:~ubuntu-raspi2/ubuntu/ppa'.
ERROR: '~ubuntu-raspi2' user or team does not exist.
This seems like a failure to me.
