storage test on xenial and bionic appear 'good enough' - no regular
failures.  Let's leave them as is.

  the systemd autopkgtest 'storage' is flaky.

  [test case]

  look at the autopkgtest test log and see some of them are failures due
  to failing 'storage' test; on re-running the test is passes.

  [regression potential]

  only an autopkgtest fix; very low if any.
