This seems to be a mistake. I think /usr/local/games should appear before /usr/games, more so considering that the other two "local" directories appear before the non-local ones. This default PATH seems to come from /etc/environment, and this file is created by libpam-module's postint script (the answer to the Ask Ubuntu question explains this). This is specific to Ubuntu. Debian apparently has the directories in the correct order. I'm using Ubuntu 13.10, but I think this "problem" already existed before.
