Comment #38 has verified xkb-data 2.23.1-1ubuntu1.18.04.1 on bionic and it is the latest piece to fix this issue on bionic. I also confirmed xkb-data 2.23.1-1ubuntu1.18.04.1 does fix this issue on bionic.
