This bug is related to Bug #1773687
I am trying to automate the build of an AMI with a package that requires
tzdata. I am blocked from automation because tzdata will not install
non-interactively. This is despite setting
DEBIAN_FRONTEND=noninteractive.
Here is an interactive session that shows the same problem.
