Ubuntu version: 16.04.6

Problem: in the latest release of tzdata (2019a-0ubuntu0.16.04) the
entry for Asia/Novosibirsk consists of text file with the below line
only:

Asia/Novosibirsk

Apart from not working as /etc/localtime, it also creates cryptic errors
in other packages (such as PHP complaining on invalid date/time
database).

After I replaced the above file with the one from Ubuntu 18.04.2
tzdata's latest release, the error was gone.
