I removed "After=whoopsie.service" from /lib/systemd/system/apport- autoreport.service and updated apport from ~2.20.10-0ubuntu14 to 2.20.10-0ubuntu18 in Ubuntu Disco.
Then I rebooted the computer and reviewed the service "$ systemctl status apport-autoreport.service". And it is working correctly. I do not know if after the update the problem is completely resolved or it will continue to appear randomly.
