Cups takes too long to launch

Bug description:
I think this is what causes bug 1004930. When I launch cups in Firefox
it takes far longer to load than it used to. HP-Toolbox, HP-Fax and
HP-FAB are all unacceptably slow as a result.
I didn't have a problem on my 64 bit version of Precise nor this 32
bit partition in Oneiric.
