Bug description:
preseed file with local repositoryw fails when package from repo is
trying to be installed.
Bionic preseed file with:
d-i apt-setup/local0/repository string deb
http://example.com/PatchSet/latest/willu bionic main
d-i apt-setup/local0/comment string This is the stuff
d-i apt-setup/local0/key string
http://dists.example.com/PatchSet/latest/f5-ubuntu/willu.pubkey
This paragraph works in Precise, Trusty, and Xenial.
Watching /target/etc/apt/source.lists, I see it's created correctly,
then at some point after the base install, the file gets overwritten
and the entry for the local repo(s) are commented out.
