Title:
[pam-auth-update] add support for enabling non-default configs

Status in pam package in Ubuntu:
  Fix Released

Bug description:
It would be nice if pam-auth-update supported enabling configs that
are not enabled by default. The mechanism would be the same as with
  --remove but reversed.
