They have been removed upstream from perl core in the 5.22 release:

  missing perl utilities like find2perl, a2ps, s2ps

Status in perl package in Ubuntu:
  New

Bug description:
  What has happened to those perl utilities find2perl, a2p and s2p ?
  These utilities are normally a part of perl distribution, but they now seem 
to be stripped off on Ubuntu.
  They used to be part of perl-doc until perl-doc_5.18.2-2ubuntu1_all on ubuntu 
14.04 LTS.
  I do not see the reason why these valuable tools are not supported on the 
later Ubuntu revisions.
