The ubiquity source package, which is used to build the installers,
depends on xkb-data-i18n for building.

That's apparently the reason why xkb-data-i18n exists. Closing.

  A reverse depends for xkb-data-i18n shows that nothing depends on it.

  Surely xkb-data should depend or recommend it's installation?
