I haven't been able to build qtbase with some extra debugging just yet, it fails to build (segfaults) in sbuild and/or in a PPA; I'm still waiting for the results of building on my phone. From there, I'll be able to move forward to figure out why QNetworkAccessManager doesn't seem to be using the NetworkManager bearer for network status.
