The orange outline is to show the keyboard focus for keyboard
navigation. It's an important feature for accessibility and won't always
be visible if you're using a mouse. When visible in a tab it tells you
that it's now possible to change tabs using the arrow keys.

So this is a feature and not a bug :)

Bug description:
  When opening System Settings -> Appearance, for instance, the selected
  tab has by default an orange outline effect that I don't think should
  be displayed for tabs at all.
