Thanks for the bug. The description misses detailed steps to reproduce,
but I made it  happen like this.

  $ gnome-software --gapplication-service --verbose
  # wait for it to settle down
  
In another terminal

  $ gnome-software
  # same

Then in the gnome-software window, type characters. It doesn't happen
all the time, but more often if you type it slowly, because I think this
was a problem with cancelling operations.

Bug description:
  Using gnome-software 3.25.4 from artful-proposed, when trying to
  install gnome-characters gnome-software prompts me to enable the
  universe repository but that one is already enabled and I can install
  that deb fine using apt for example
