Title:
"mid-click lower" not woking with headerbar in Wayland session

Status in wayland package in Ubuntu:
  Confirmed

Bug description:
  Ubuntu 17.10 - WAYLAND SESSION

Mid-click lower (it can be set with Tweaks → Windows → Titlebar
Actions → Middle Click → Lower) doesn't work any more with all the
Gnome applications that use the new titlebar (headerbar).

It's still working with some apps that use the classic titlebar (like
Firefox, Gimp, Nemo..). While with other apps (LibreOffice,
Transmission..) it seems to have problems too.

No problem at all using the old Xorg-session.
