I am getting similar behaviour on 17.10. If I unplug my line out and plug it in again it works fine. In Windows 10 this unplug and replug is not required (the jack is fine).

There are no reported issues in system settings on the only sound card I have. The volume is not muted. On an estimated 1 in 10 restart, the sound works, and both the test sounds get played and other applications work fine. There is no reported errors or messages on the restarts when the sound has failed.
