I had a look at OSMtouch’s code, and this message indicates that the app failed to get a position fix from the location service, and fell back to GeoIP, which does a simple query to http://geoip.ubuntu.com/lookup (and thus doesn’t go through the location service at all). See http://bazaar.launchpad.net/~yohanboniface/osmtouch/trunk/view/head:/OSMTouch.qml#L50 and http://bazaar.launchpad.net/~yohanboniface/osmtouch/trunk/view/head:/models/GeoIPModel.qml.
