Yes, I misspoke. To clarify I'm used to seeing the "provided by" link on 
manpages.ubuntu.com to link to the package I need to install to get the thing 
the man page references. That may just be a false association though.

  The man page for pam_cap
  (http://manpages.ubuntu.com/manpages/xenial/man8/pam_cap.8.html)
  claims that it is provided by the libcap2-bin package. This is
  incorrect, it is actually provided by the libpam-cap package (which is
  recommended by libcap2-bin.)
