It sure looks like your /usr/sbin/adduser and /usr/sbin/addgroup programs have been modified and that appears to be preventing other programs from running correctly. Repairing this may be difficult depending upon when those programs were corrupted and what might have tried to use them in the meantime.
Perhaps this is accidental and perhaps this is malicious. (If malicious it's very sloppy.)
