This has been fixed at some point (for sure 2.4.1+dfsg-0exp1 had it).

Bug description:
I've installed python-opencv v.2.3.1-7 on a Ubuntu 12.04 64bytes.
At the first use, I've had this error:
ImportError: numpy.core.multiarray failed to import
The installation of python-numpy solve the problem.
In this page [1] ther's no mention of python-numpy in the depends
