This is not fixed, or has resurfaced.  I am getting this prompt when
upgrading to xenial (16.4 LTS) I have no idea what was previously
selected and do not want to break my system as described in the
2011-09-04 post from apos.  What should I choose?  How can I find out
what was previously selected?  Why can't the upgrade process reuse my
previous selection?
