Lets call invalid as option to allow all users will allow guest wifi
automatically. Whether this should be the default setting would be the
only possible bug, not sure that matters

  Guest session shouldn't require auth for wifi

Status in lightdm package in Ubuntu:
  Invalid

Bug description:
  Likely not network-manager but it's affected & got to start somewhere.
  Test case:
  Boot up to greeter & login to guest session.
  Click on network indicator, choose wifi network used by main user

  What happens:
  Password to network must be entered, then a keyring must be created.

  What should happen:
  Upon logging in wifi should be enabled with no guest user interaction needed.

  This is the correct current behavior in 14.04.x. 16.04.x is broken in
  this regard, at least for many users/user's hardware.
