this is just a configuration issue - and yes as you assume that isn't that hard.
Please take a look at
https://help.ubuntu.com/community/UbuntuTime#Multiple_Boot_Systems_Time_Conflicts
and choose one of the options to configure them to run smoothly aside each
other.

Bug description:
I tried a lot of things to fix the time, but as long as I can
understand, Windows adjusts the BIOS time to local time, while Ubuntu
assumes the BIOS time is UTC. Getting the time right shouldn't be this
hard.
