I'm not sure this is a bug. The option is "Always show", so it does always show. The plan is to allow launching unprivileged, "guest" apps over lock screen (think camera, taking a quick note or creating a calendar invite). So the launcher needs to be available - there is (was?) a separate option to disable launcher on the lockscreen.
