App from side stage loses focus when switching to desktop mode

Steps to reproduce:
1. Open an app
2. Move it to the side stage
3. Switch to desktop mode
Expected result:
The app stays focused, on top of scopes
What happens instead:
The app is under scopes. Scopes are focused.
