  Unity 8 System Settings should not be accessible from Unity 7

Status in ubuntu-meta package in Ubuntu:

Bug description:
  I have literally no idea what package would be responsible for this
  issue (well, perhaps unity, or ubuntu-meta, but I'm not sure), so
  please change that!

  It should not be possible to access Unity 8's System Settings from
  Unity 7, not from the Dash and not by default. It's confusing for
  users who don't understand what it is, because changing the Unity 7
  background with the application doesn't work - presumably it's not
  meant to. Changing the primary button of the mouse/touchpad doesn't
  work either.

  Perhaps the Unity 8 System Settings program should work on Unity 7, in
  which case I should report the background's issue as a bug? Do tell me
  if these are bugs in the application not in Ubuntu's meta decision.
