It's confusing for users who don't understand what it is, because changing the Unity 7 background with the application doesn't work - presumably it's not meant to. Changing the primary button of the mouse/touchpad doesn't work either. Perhaps the Unity 8 System Settings program should work on Unity 7, in which case I should report the background's issue as a bug? Do tell me if these are bugs in the application not in Ubuntu's meta decision. Thanks!
