It seems that someone manually deleted the dnsmasq config, that causes
it to fail on upgrade.

>From the report e.g.:
  modified.conffile..etc.default.dnsmasq: [deleted]

If deleted anyway you can just remove or purge dnsmasq package and be good.
If needed a reinstall afterwards will deploy fresh default configs that work.

So since this looks like a local configuration problem, rather than a
bug in Ubuntu.
