Applied latest patches to 16.10 as of 10:28 GMT 9th October 2016 and the problem has gone.

As soon as I click into the login page to provide i.e. username, the page goess blank which means I cannot complete the setup. If I install the Gnome Control Center then I am able to add the the accounts for Gnome applications and they work as expected. Still not available for Ubuntu though.
