I tried yesterday that I saw a new update to start downloading, and turn
off Wifi.

Then I enabled wifi again, and the file was there (no clue if it had
been already downloaded or if finished there). It now won't install,
even if it offers to install and asks if it's ok to reboot (i.e. I say
yes, and then... nothing happens).

We did some debugging with jdgx, and I emailed him some information to
see if we can track this.

This time nm-cli didn't help to go back to a working state, but a reboot
did (yay).

Bug description:
  Started to download a system update
  My network went down but the phone was still connected to the AP
  The network came back, up but the download remained at 10% and never advanced
  Pause and resume, still not downloadig
  Exit the update panel and re-enter, the download shows as running at 0% and 
never resumes.

  I then got a dialog that the system update failed and was unable to
  click download again until exiting the panel. Then the download worked
  as expected.
