Status in evolution-data-server package in Ubuntu:
  Confirmed

Bug description:
Debian builds evolution-data-server with libphonenumber support.

libphonenumber is approved to be in main ( bug 1618178 ), I am
requesting permission to build evolution-data-server with
  libphonenumber.
