  triggers called multiple times in one upgrade

  New

Bug description:
  Filing against apt, since I think I've seen seen this with plain apt-
  get update commands. However, this might be the fault of dpkg or do-
  release-upgrade.

  When I upgraded from 12.10 to Raring, I found multiple instances of
  running kernel triggers. It seemed inefficient to me to see the grub
  configuration regenerated over and over again:
