  the names allowGSMDownload and isGSMDownloadAllowed are too specific

Status in ubuntu-download-manager package in Ubuntu:
  Triaged

Bug description:
  since these really apply to GSM, CDMA, WCDMA, WIMAX, TDSCDMA and LTE,
  we need a more generic name for the methods.

  iOS uses "WWAN", which isn't great because it kind of sounds like
  another individual standard.

  we could also go with "allowMobileDataDownload", or
  "allowCellularDataDownload"
