Bug description:
The emergency dialer (lock phone, tap "emergency call") is cut off at
the top, sized at panel-height too high.
Steps:
* have a locked phone
* make sure dialer isn't running
* swipe greeter away
* tap on "Emergency call"
Expected:
* emergency dialer shows fullscreen
Current:
* emergency dialer shows cut off at the top
