builders fail (more often than not) on
NestedInput.on_input_device_state_nested_server_emits_input_device_state
eg: https://launchpadlibrarian.net/272753315/buildlog_ubuntu-yakkety-
amd64.mir_0.24.0+16.10.20160713-0ubuntu1_BUILDING.txt.gz
Can be reproduced easily with stress.
If this is indicative of a production code problem, it should be fixed
for 0.24. If its a racy test that's failing often in builder, it'll
probably also have to be fixed for the 0.24 release.
