Title:
  buttons_have_icons and menus_have icons not working.

Status in gtk+3.0 package in Ubuntu:
  New

Bug description:
  buttons_have_icons key does not work, the menus are still without
  icons. It is the same with the menus_have_icons key.

  This happens when I edit the key with gconf-editor.

  Environment:
  Ubuntu 16.04 LTS
