This was fixed back in 2010, in debian packaging commit 4055b2e ,
"Install static libraries in libprotobuf-dev, libprotoc-dev packages",
which was included in the 2.3.0-1 package.

Bug description:
Binary package hint: libprotobuf-dev
libprotobuf-dev 2.0.0~b-3ubuntu2 does not include static versions of the
libraries, as it is often done with -dev library packages.
Affects both 8.10 and 9.04.
