Bug description:
  STEPS:
  1. Install latest image on device
  2. Drag down the bluetooth indication and click on settings
  3. Turn on your bluetooth mouse and connect it to the device
  4. Now in the windowed System setting click on the maximise button
  5. Now try and click on minimise/normal/close buttons

  EXPECTED:
I expect to be able to moce to the top lefthand corner and see the minimise
close and normalise buttons and be able to use them

  ACTUAL:
If you click anywhere in the top bar it lowers the Messaging indicator.
