I know it's a long time, but I'm cleaning up old NTP bugs atm.
-p works fine (?again?).
The default is the retval of gethostname, so if already things are set and you
specify other it wont work.
But I had success with ntp-keygen -p $(hostname)
That said the option is there.
For ntp-wait the force is also gone from the manpage.
Setting bug to fix released to reflect that.

I'm running precise amd64, but the problem appears to exist on oneiric i386
and amd64 as well. Natty and older versions support a -p option in ntp-keygen,
i.e.
ntp-keygen -p test
Oneiric and precise do not support this, but the man page has not been
updated, and the referenced documentation at
/usr/share/doc/ntp-doc/html/keygen.html (in the ntp-doc package) mentions the
-p option as well.
