Unity8 already does this, and system settings has a panel to configure
the list of prefered keymaps for the user.

Bug description:
  Split off from https://bugs.launchpad.net/mir/+bug/1570340

  In addition to Mir correctly picking up the system-wide configuration,
  Unity8 needs to provide hooks for system-settings (probably?) to
  provide an interface for changing the keyboard layout and options
  (capslock-as-control, deadkeys, compose key, etc).
