Title:
GPS always on after start-up

Bug description:
Device: Meizu MX4 OTA-10
I noticed that after starting my device the GPS toggle button inside
battery-settings is always on, even if I set it to off previously.
Confusingly the position-tracking is off in Security/Location
settings. I wonder if the GPS is really on, and if yes, how much
battery power is lost thereby.
How it should be:
When the user turns GPS off, it should be off on next reboot, too.
