fixed so we can at least release openVPN support

Reproduce:
1. Install silo 38 on a very recent phone image (built after 28th of February
2016)
2. Create PPTP connection that you know works (my PPTP connection works on
the desktop)
3. Enable it

No data flow, can't load anything inside/outside the domain (?)
