The line at issue is debian-arm64 target which needs ${no_asm} changed to ${aarch64_asm}:linux64. Running openssl speed -evp aes-128-gcm shows a 4x-16x improvement in performance with this change made and the package rebuilt. Other aes and sha variants show similar performance gains by enabling asm.
