Bug description:
When a locked phone is unlocked with a left edge gesture, and there
are a few apps running, I see them peeking out behind the welcome
screen, which feels messy and unresolved. We need to hide those, we
show only the welcome screen and the slowly-revealed apps page of the
dash.
